Rwanda has taken a major step toward strengthening its military education system after the Cabinet approved a draft law establishing the National Defense University (NDU), a new institution that will consolidate advanced military training under a single national framework.
The decision was made during the Cabinet meeting held on January 28.
Once established, the National Defense University will bring together the country’s existing military higher-learning institutions , the Rwanda Military Academy (RMA) in Gako, which trains junior officers, and the Rwanda Senior Command and Staff College (RSCSC) in Nyakinama, which provides advanced training for senior officers.
Defense Minister Juvenal Marizamunda has previously explained that the new university will focus on training officers from the rank of Colonel and above, while also becoming the official body responsible for awarding academic degrees to graduates of military colleges. This role had previously been handled by the University of Rwanda.
The creation of the National Defense University marks a shift toward greater institutional independence in professional military education and is expected to strengthen leadership training, strategic studies, and command-level skills within the Rwanda Defense Force (RDF).
The move also follows earlier government plans announced in 2024, when the Defense Minister told Parliament that Rwanda intended to establish a National Defense College and later form a full defense university combining military colleges, research institutions, and peace and security training structures.
However, details regarding when the university will begin operations, student intake capacity, academic programs, and regional cooperation have not yet been made public. Officials say such information will be communicated after legal procedures and accreditation processes are completed.
