The Rwanda Mines, Petroleum and Gas Board (RMB) and the Rwanda Convention Bureau (RCB) will now operate under the supervision of the Rwanda Development Board (RDB), following a fresh round of institutional reforms announced by the Office of the President on July 24.
It is wider part of a government review aimed at improving coordination and service delivery within key sectors.
RMB oversees the regulation and management of minerals, oil, gas, and quarries, while RCB is responsible for positioning Rwanda as a top Meetings, Incentives, Conferences, and Exhibitions (MICE) destination.
Jean-Guy Afrika will continue serving as Chief Executive Officer of RDB, alongside Juliana Muganza, who retains her role as Deputy CEO, the statement confirmed.
The reforms were announced shortly after President Paul Kagame met with newly appointed Prime Minister Justin Nsengiyumva to align on national priorities. Nsengiyumva was appointed on July 23, succeeding Édouard Ngirente, who had served as Prime Minister since 2017.
Following the appointment of a new Prime Minister, the constitution requires the resignation of the entire Cabinet, paving the way for the formation of a new one. However, most ministers from the previous Cabinet have retained their positions.
According to Article 124 of the Constitution, the President appoints the Prime Minister, while other Cabinet members are named after consultation with the Prime Minister, with due consideration to power-sharing principles in state institutions.
