The first cabinet meeting of 2025 chaired by President Paul Kagame on Friday, January 17, saw several key appointments across various positions in the education scene.
Some were appointed to high-profile roles, including Directors-General, department heads, Deputy Directors-General, among others.
Dr. Edward Kadozi has been named as the Director General of the Higher Education Council (HEC), succeeding Dr. Rose Mukankomeje, who served in the role for five years. Before this appointment, Dr. Kadozi was the Vice-Chairperson of the Center for Development Policy.

Dr. Flora Mutezigajuwas also appointed the Deputy Director General for Rwanda education Board (REB) who previously served as an Education Specialist at UNICEF. This position was held by Angelique Tumusiime before being suspended in 2020.
Cabinet named Carlene Seconde Umutoni as the Deputy Director General of National Examination and School Inspection Authority (NESA). Prior to this role, she served as Business Analyst at the Ministry of Education (MINEDUC).

3- Mr. Christophe Nsengiyaremye – Southern Province
